Building a Pond in Middle Georgia: What It Costs, What the State Requires, and Why Most Pond Problems Start at the Dam

Every spring we get calls from people who want a pond. A fishing pond behind the house, a water source for cattle, a place for the grandkids to catch bluegill. It is one of the best things you can add to rural property in this part of Georgia, and one of the easiest projects to get badly wrong.
We have been called out to look at ponds that will not hold water, dams that leak from day one, and one memorable spillway that sent every heavy rain straight across a neighbor's hayfield. None of those owners did anything reckless. They just hired whoever had a trackhoe and a free week.
So before you dig, here is what the work actually involves, what the State of Georgia has to say about it, and what it costs in this market.

First Question: Will Your Land Even Hold a Pond?
Middle Georgia sits on a mix of red clay and sandier Coastal Plain soils, and that mix decides everything. Clay-heavy ground in Baldwin, Putnam, and Hancock counties is generally good pond country. The clay compacts into a natural liner. Sandier ground further south and east can drink a pond dry no matter how well it is shaped.
This is why we dig test holes before quoting a pond. A few hours with an excavator tells us what the soil profile looks like at depth, whether there is rock, and whether the clay content is high enough to seal. If the soil will not seal, you are looking at hauling in clay or installing a liner, and the budget changes completely. Better to know that before the project starts than after the pond sits half empty through its first summer.
Watershed matters just as much as soil. A pond needs enough drainage area above it to fill and stay full, but not so much that every storm overwhelms the spillway. As a rough rule for this part of Georgia, you want somewhere in the range of 5 to 15 acres of watershed per acre of pond, depending on the ground cover. Get that ratio wrong in either direction and you will fight the pond forever.
The Permits Nobody Tells You About
This is the part that surprises people. You cannot just dig a hole and push up a dam anywhere you like, and the rules depend on what kind of pond you are building and where the water comes from.
Farm ponds
If the pond is for genuine agricultural use, watering livestock or irrigating crops, Georgia and the federal government give you a real break. A qualifying farm pond can be exempt from Army Corps of Engineers permitting and from local land disturbance permits. The exemption is not automatic. The NRCS asks for a Farm Pond Exemption Information Paper (form GA-ENG-378-EX1), a water budget, and a site map with GPS coordinates, and the package goes to the Corps for sign-off. Do not start clearing until that approval letter is in hand. The NRCS office that covers your county will help you put the paperwork together, and they do it at no charge.
Recreational ponds
A pond built for fishing, swimming, or looks does not get the farm exemption. If construction disturbs an acre or more of ground, you fall under the state's NPDES general permit for construction stormwater, which means an erosion and sedimentation control plan. If the pond impounds a stream, the Corps gets involved, and if that stream is buffered state water, there are 25-foot buffer rules on top. Check with the county too, since several Middle Georgia counties issue their own land disturbance permits. We sort all of this out as part of the job, which is most of why people hire us instead of fighting the paperwork alone.
The Safe Dams Act
Here is the threshold every pond owner in Georgia should know. If your dam is 25 feet or taller, or impounds 100 acre-feet of water or more, it falls under the Georgia Safe Dams Act and EPD takes an interest. And if a failure of that dam could probably kill someone downstream, it becomes a Category I dam, which requires a state permit, engineered design, and ongoing inspection. Most backyard and farm ponds come in well under those numbers. But people building larger recreational lakes on bigger creeks hit them more often than you would think, and finding out after the dam is built is an expensive way to learn.
We are not engineers and we do not pretend to be. What we do is flag these thresholds early, tell you when a project needs an engineer's stamp, and build to the plan once it exists. The contractors who skip that conversation are the reason the Safe Dams Program has an inventory of problem dams.
What a Pond Cost in Middle Georgia?
You will find numbers online ranging from $1,500 an acre to $45,000 an acre, and the honest answer is that both can be right. Anyone who quotes you a per-acre price over the phone without walking your land is guessing with your money.
Here is what actually drives the price:
Dirt moved, not surface area. A one-acre pond dug to 4 feet and a one-acre pond dug to 10 feet with a proper dam are completely different jobs. Excavation in this market generally runs a few dollars per cubic yard, and a real fishing pond should be 8 to 12 feet deep in the main basin to stay healthy through a Georgia summer.
Clearing first. Most pond sites here start as woods. Clearing the basin, the dam footprint, and the spillway path comes before any digging, and stumps cannot stay under a dam. Buried debris rots, settles, and opens a leak path through the fill. That is one of the two most common reasons dams fail.
The dam itself. A dam is not a pile of dirt. It is built in compacted lifts from the right clay, with a keyway trenched into solid ground, a clay core, and slopes gentle enough to mow and maintain. The dirt-pile version looks identical the day it is finished. The difference shows up in the first wet winter.
The overflow. Every pond needs a principal spillway sized for normal flow and an emergency spillway for the storm that comes every few years. Undersized overflow is the other most common dam killer. Water always wins; the only question is whether you gave it somewhere safe to go.
For budgeting purposes, small stock ponds in this area tend to land in the four figures to low five figures. A properly built fishing pond of an acre or more, with a real dam, runs well into five figures. If a quote comes in dramatically under everyone else's, the savings are coming out of the dam, and you will pay it back with interest.

Questions People Ask Us About Ponds
How long does it take to build a pond?
Most residential and farm ponds take one to three weeks of machine time once permits are settled, depending on size and how much clearing is involved. Then nature takes over. Depending on your watershed, filling can take a season or more. Summer builds in dry ground, like the stretch we are in right now, are ideal because the basin and dam can be shaped and compacted without fighting mud.
Can you fix an existing pond that leaks?
Sometimes. It depends entirely on where it leaks. A leak through the basin floor can often be sealed by reworking and compacting clay. A leak through the dam is more serious and may mean partially rebuilding it. We will give you a straight answer after we see it, including the answer nobody likes, which is that some ponds were built in the wrong spot and no amount of money fixes the location.
Do I need an engineer?
For most small farm and recreational ponds, no. For anything approaching the Safe Dams thresholds, anything impounding a significant stream, or anything with a house, road, or neighbor downstream of the dam, yes, and we will tell you so before work starts.
What about stocking it with fish?
Give a new pond a full season to establish before stocking. Your local UGA Extension office has solid, free guidance on stocking rates for bass and bluegill in Middle Georgia ponds. Build the pond right and the fish part is easy.
Build It Once
A good pond outlives the person who built it. There are dams in Baldwin County holding strong after 60 years because somebody compacted the clay properly in the 1960s. There are also ponds from five years ago already silting in and leaking because somebody saved two thousand dollars on the dam.
